A Qatari man alleged to have offered himself as a martyr for Osama bin Laden and al-Qaeda was transferred to military custody Monday after President Bush declared him an ”enemy combatant” against the United States, federal authorities said. The administration’s action marks the first time a suspect has been transferred from the U.S. criminal justice system to Defense Department custody. Enemy combatants are held in isolation, subject to intense interrogation and not permitted access to attorneys. Ali Saleh Kahlah Al-Marri, 37, had been held since late 2001 on federal criminal charges of credit card fraud and of lying to the FBI. Justice and Defense department officials did not elaborate on the reasons for moving Al-Marri. The transfer makes him eligible for a possible trial by a military tribunal. Full Story
