Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan were all listed as having “high levels” of corruption in the 2003 annual ranking released by Transparency International on 7 October. Kazakhstan and Uzbekistan ranked in 100th place with scores of 2.4. In 2002, Uzbekistan scored 2.9, compared with 2.3 for Kazakhstan.
