The Colombian government and 10 right-wing warlords were set to formally begin peace talks Thursday at a ceremony in this paramilitary safe haven amid tensions over the brief kidnapping of a former senator and little international support. Jose Eduardo Gnecco by paramilitary gunmen had threatened to derail the talks, but his release late Wednesday and President Alvaro Uribe’s ensuing decision to allow two militia commanders to rejoin the negotiations saved the day.
