A national referendum Sunday called to defuse Bolivia’s most explosive dispute — whether to begin exporting the country’s huge natural gas reserves — may instead spark more violent protests in the short term. On the day that he took power last October, President Carlos Mesa promised the referendum to let the public decide the gas question after bloody street protests over gas forced his predecessor to resign and flee to the United States.
