A new homeland security directive would forbid foreign flights from passing over U.S. airspace if they were carrying a passenger on terrorist watch lists. The Transportation Security Administration is considering the policy as a deterrent to potential terrorists intending to hijack planes flying over the USA en route to another country. About 500 foreign flights cross the nation’s airspace each day. Under current rules, foreign flights are required to check passengers against the government’s terrorist watch lists only if the flight is scheduled to land in the USA.
