A senior Ugandan delegation is leaving for southern Sudan to start talks with the Ugandan rebel movement, the Lord’s Resistance Army. The talks will be mediated by South Sudanese Vice-President Riek Machar. Some LRA leaders are wanted by a UN court for war crimes, a fact that is expected to complicate the talks. Three previous attempts to negotiate with the rebels, who have fought against the government for two decades, have ended in failure. Full Story
