The Vice Chairman of the Joint Chiefs has highlighted the need for the Pentagon to pursue new communications and command-and-control systems technologies. Having assumed that its existing paradigm could maintain complete dominance over the electromagnetic spectrum into the future, advances in Chinese and Russian frequency manipulation technology have “changed the game in electronic warfare” and threatened to limit American effectiveness and dominance in the field.
