China is increasingly frustrated with the amount of investment dollars going to Africa, money they argue that could be better spent at home rather than being used to line the pockets of dictators and Chinese middlemen. President Xi’s recent announcement of 60 billion in aid includes $15 billion in grants or interest free loans, $10 billion in investment by state-owned and private Chinese companies, a $10 billion fund for infrastructure development and a $5 billion fund for African imports of Chinese goods and services. The total amount is roughly twice the central government expenditure on public health and six times its expenditures on social welfare in 2017.
