Ukraine confronts manpower gaps and funding shortfalls.
Ukraine’s new defense minister says the military is struggling with widespread desertions, draft‑dodging, and outdated structures as the war with Russia nears its fourth year. Mykhailo Fedorov told lawmakers the armed forces face a major funding gap and persistent supply problems along the front. He pointed to rapid growth in Ukraine’s defense industry, especially in drones, electronic warfare, and new missile and robotics firms. His remarks come as Kyiv undergoes a broader government reshuffle and looks to international financing to sustain its war effort.
