The independent commission investigating the Sept. 11, 2001, terrorist hijackings will remain silent on whether the attacks could have been prevented when it issues its final report this week, U.S. officials told NBC News on Monday. But it will blame both the Clinton and Bush administrations for failing to wage an effective war on terrorism. The sources said the commission’s final report, which is expected to be released Thursday, would highlight intelligence failures by the CIA and the FBI that enabled the attacks, but that it would leave to history the ultimate judgment of whether the deaths of the 3,000 victims in New York, Washington and Pennsylvania could have been avoided, as leaders of the panel have suggested.
