Two men charged with offering support to Al Qaeda, one an emergency room doctor from Florida and the other a jazz musician and martial arts instructor from the Bronx, pleaded not guilty yesterday in Federal District Court in Manhattan. The men, Dr. Rafiq Sabir, 50, and Tarik Shah, 42, were arrested on May 28 and have been jailed without bail. A criminal complaint charged that the doctor offered to treat wounded Jihadists and that Mr. Shah offered to teach martial arts to members of Al Qaeda. According to the complaint, both also made a formal oath of loyalty, called a bayat, to Al Qaeda in a meeting with an undercover F.B.I. agent that was secretly recorded. An indictment handed up by a federal grand jury Monday accused the men of conspiring to provide material support for terrorism, specifically for Al Qaeda.
