“There’s bodies all around me! They’re bleeding to death. We need help!” That’s the fictional 911 call that started a tabletop exercise last month when 120 Denver-area agencies practiced responding to the explosion of a radioactive “dirty bomb” in a packed Pepsi Center. Denver Mayor John Hickenlooper was so displeased with the response that he has ordered a Cabinet-level review of the Oct. 19 exercise and a plan of action to improve Denver’s emergency response.
