A day before their new agency begins its work in earnest, President Bush called upon employees of the Department of Homeland Security to protect America’s borders against a new kind of enemy. “Tomorrow marks an historic day for our government and for our country,” Mr. Bush told department workers on the eve of the biggest reorganization of the federal government in decades. “Oceans no longer protect America from the dangers of this world,” the president said. “We’re protected by daily diligence at home, and we will be protected by resolute and decisive action against threats abroad.” The secretary of the new cabinet department, Tom Ridge, struck a similar theme, reciting statistics portraying the magnitude of his task and suggesting that some of his department’s first big initiatives would have to do with how people and goods enter the United States.
