The Department of Education will unveil a Web site and recommendations today to help school districts devise plans to protect students from terrorist attacks. The guidelines, which are not mandatory, suggest that officials assess each school building, identify factors that might put students or employees at risk — such as places where intruders could hide near entrances — and conduct evacuation drills. The recommendations will be fleshed out with more details in about a month, officials said. The guidelines are the first for so-called soft targets such as hospitals, hotels and shopping centers.
