mproving the response to terrorism victims is a work in progress. The foundation was laid by the dedicated and resourceful individuals who responded to the victims of the bombing of the Alfred P.
Murrah Federal Building in Oklahoma City. Their extraordinary work on behalf of victims and victims’ families in Oklahoma City and Denver set a standard for other cases that followed and for future terrorist events. The Office for Victims of Crime is deeply grateful to them for sharing their experiences through countless hours of interviews for the development of this report. We take this opportunity to honor them for their remarkable service to the victims of the Oklahoma City bombing and to recognize the impact their efforts will have on the response to victims in the future.
