Police carrying out pre-dawn raids arrested the suspected kingpins of a pan-European ring believed to have smuggled tens of thousands of people, mainly Turkish Kurds, into Britain in the last few years. Law enforcement officials in France, Italy, Holland, Belgium and Denmark and the European police agency Europol all contributed to the two-year investigation that culminated with 10 people arrested in a dozen raids in London and the northern English city of Boston early Tuesday.
