Prosecutors are filing homicide charges against a former justice minister in connection with the 1989 assassination of a leading presidential candidate, the attorney general’s office said Wednesday. Alberto Santofimio Botero was arrested in May after witnesses said he had told drug kingpin Pablo Escobar he should have Luis Carlos Galan assassinated.
