County officials were struggling to inform and protect the public from a dangerous nerve agent that had infiltrated the water supply system on Thursday. But don’t worry, this was only a test. “Operation Silver Lining” was a countywide scenario created by the Butte County Office of Emergency Services and the Butte County Training Officer’s Association. The scenario was used in a training session to organize the emergency operation centers that would be set up with the county, Paradise, Chico, Gridley and Oroville in the event of a disaster.
