The top U.S. nuclear negotiator arrived on Sunday for talks on frozen North Korean bank accounts in neighboring Macau, according to a spokesman for the U.S. Consulate General. The trip by U.S. Assistant Secretary of State Christopher Hill followed a regional tour by Secretary of State Condoleezza Rice to rally support for a U.N. Security Council resolution imposing sanctions against the North for its Oct. 9 nuclear test. The U.S. banned transactions between Macau-based Banco Delta Asia and American financial institutions in September 2005, alleging that its clients were involved in smuggling and counterfeiting for North Korea.
