A Qatari student who prosecutors say is associated with Al Qaeda has begun negotiations with federal prosecutors in Manhattan to resolve credit card fraud charges against him, his lawyer told a federal judge yesterday. The student, Ali al-Marri, still faces separate charges that he lied to the authorities about making phone calls to a man in the United Arab Emirates whom prosecutors say was a pivotal figure in the Sept. 11 attacks. That man, Mustafa Ahmed al-Hawsawi, has been described as a kind of financier for the Sept. 11 hijackers. He was arrested last month in Pakistan, along with Khalid Shaikh Mohammed, an operational commander of Al Qaeda, and is in American custody at an undisclosed location, officials have said. Full Story
