A new CSIS report by Emily Benson Unger and Alexander McLean warns that the future of AI will be shaped as much in Lagos and Nairobi as in Silicon Valley. CSIS argues that the next phase of AI diffusion will be decided as much in Lagos and Nairobi as in Silicon Valley and Shenzhen: open-source models, cloud build-outs, and U.S.–China tech statecraft are setting the rules of the road for Low- to medium-income countries, which are weighing sovereignty, cost, and security. The United States can still shape that future - if it pairs its export policy with practical partnerships, open tools, and capacity building on a large scale.
