Dear OODA Network Members,
Bob spent 2 days immersed in the cybersecurity for space community at an event he helped form called the CyberSat Summit. Was great spending time with members of the OODA network there including Vince Walisko and Crystal Lister. We will be updating our research on space from this event. Some high level bullets for now:
The lead government body for space policy and many actions remains the National Space Council. Many agencies are involved under that White House led body. DoD has been directed to pass many responsibilities to NOAA.
FCC has defined new roles for themselves in ways that seem smart but have not been approved by Congress yet.
State department is deeply engaged in international diplomacy on space. Still everyone realizes the government is far behind on policy making with technology accelerating and businesses moving out.
In general, most leaders seem to realize that cybersecurity in space is critically important. But it is a sad fact that many still do not take it seriously enough.
Vince led a panel of experts who know security, compliance and regulations which provided insights relevant to any commercial entity who wants to do business with the government.
Crystal led a panel examining great power competition and what it means in space.
Bob chaired a panel examining views of industry players (Intelsat, SES, Iridium, QuintessenceLabs) on topics like lessons from the war in Ukraine and how to prepare for the next war.
A term we recommend everyone become familiar with: The Kessler Syndrome. This is the projected situation that will occur when space debris will form a never ending series of cascading collisions that blankets the earth in a barrier preventing us from accessing space. Not a good thing.
If a satellite gets hit with space debris its computer will not work and it will not communicate. So space cybersecurity folks should be as vocal as everyone else about the need to fix the problem of space debris. We worked hard to inject that meme into the heads of those present. Will see if it sticks.
The MITRE ATT&CK framework is widely known as a way to standardize adversary TTP and actions to thwart bad guys. There is something like that for space now called SPARTA, short for Space Attack Research and Tactic Analysis. Find it at https://aerospace.org/sparta
An organizer of the Defcon Aerospace village interviewed the head of the Space Force’s hack-a-sat program. Many in the audience are from the stodgy old world where this type of activity is just a foreign concept.
