Capability assessment is hard but the report does a good job providing what is known of the status of the People’s Liberation Army and supporting forces as well as the impact dual use tech is having. Intentions are always much harder to assess but the report does a good job here too, relying on observations of past and current actions plus stated goals and objectives from leadership.
