Thursday marked the 77th anniversary of the founding of China’s People’s Liberation Army Navy (PLAN) in April 1949, and China marked the occasion by opening more than 40 active-duty vessels to the public at 10 ports across the country, including Dalian, Qingdao, Shanghai, Ningbo, Xiamen, Guangzhou, and Sanya. The events were meant as a celebration of the PLAN’s might, as well as its transformation from a small coastal force into a blue-water navy with global-reaching ambitions. On the eve of the anniversary, Beijing released a military propaganda video entitled “Sailing Toward the Ocean,” which teased a fourth aircraft carrier—the third to be entirely built in China and the first that might be nuclear-powered.
