Industrial systems account for nearly a fifth of incidents.

ENISA analyzed nearly 4,900 cybersecurity incidents between July 2024 and June 2025, finding that 18.2% targeted operational technology systems, trailing only mobile threats at 42% and web threats at 27%. Pro-Russian hacktivist groups like NoName057(16) and the Z-Pentest Alliance have increasingly attacked ICS and SCADA systems across Europe, particularly in Italy, since late 2024. A newly emerged group called Infrastructure Destruction Squad developed ICS-specific malware named VoltRuptor and allegedly offers it for sale on the dark web.
