The US has sanctioned a Russia exploit brokage and its owners.
The U.S. government sanctioned Russian exploit brokerage Operation Zero and its owner Sergey Sergeyevich Zelenyuk for acquiring and selling stolen zero‑day exploits. Between 2022 and 2025, the group bought eight exploits stolen by defense‑contractor executive Peter Williams, who has since been imprisoned. Operation Zero sold these tools to non‑NATO customers, and OFAC reports they were used in ransomware and other malicious cyber activities. Additional sanctions target affiliated individuals and companies, underscoring U.S. efforts to disrupt foreign exploit‑broker networks.
