A confidential brief urges the ICC to investigate Wagner’s promotion of atrocities in West Africa

Wagner fighters in Mali have created graphic content online to intimidate local communities.

A legal brief submitted to the ICC accuses Wagner operatives and Malian soldiers of committing war crimes between 2021 and 2024, including killings, torture, and public mutilation. It also claims that posting graphic videos on social media may itself qualify as a war crime for degrading victims and spreading fear. With limited oversight in the region, researchers say platforms like Telegram now serve as the main source for evidence of abuse.
