South Africa proposes new way for firms to comply with Black empowerment policy

South Africa has proposed amending its Black empowerment policy.

South Africa has proposed amendments allowing white-owned firms to earn Black economic empowerment points by contributing to a new 100‑billion‑rand Transformation Fund. The fund would support Black‑owned businesses and offer an alternative to meeting ownership and management requirements. Officials say the changes aim to review and refine the B‑BBEE framework, though critics warn it may become a misused “slush fund.” The proposal is open for 60 days of public comment before finalization.
