World leaders are rallying behind the idea of forming a tribunaul for Ukraine.

World leaders have endorsed forming a special tribunal for the prosecutation of crimes committed in Ukraine. The aim of the tribunal would be to circumvent issue concerning the jurisdiction of the ICC as Russia is not a member of the organization. The court would be formed after Ukraine and the Council of Europe sign an agreement. World leaders have said they are planning to bring cases against dozens of Russian military and governmental officials.
