China has proposed new export control regulations that would ban or severely restrict foreign acquisitions of critical domestic biopharmaceutical platforms. Under the draft policy part of an update targeting 40 key technologies acquisitions of proprietary cell and gene therapy, small interfering RNA (siRNA), and pathogen gain-of-function platforms by overseas entities would be barred, while full transfers of drug target identification technologies would require regulatory approval. The move is designed to retain core R&D capabilities within the country as China evolves into a leading global exporter of biomedicines. However, the proposed rules explicitly exclude standard cross-border out-licensing agreements and outsourced contract research or manufacturing, ensuring that popular Western pharma deal structures can continue.
