The Rapid Support Forces (R.S.F.) in Sudan has taken a step towards forming a breakaway government. On Tuesday, the group hosted a political event in Kenya’s capital, Nairobi. A promised charter which was supposed to pave the path for a parallel government in areas controlled by R.S.F. was not signed. Although officials said three more days were needed to negotiate the charter’s terms, the meeting was still a striking moment for the group. Last month, the U.S. formally accused the R.S.F. of genocide.
