THE SENATE soon will take up a bill to allow victims of terrorism and their families to seize the frozen assets in this country of the governments that sponsored the harmful attacks. The legislation by Sens. Frank Lautenberg and Connie Mack is a response to administration efforts to block the tapping of Cuban and Iranian assets in two such cases. It appears to have overwhelming support. Who wants to be seen as siding with terrorist states against the families of victims who have sued successfully in federal courts? But the bill is misguided.
