The commission looking back on Sept. 11, 2001, has been hearing jarring warnings of what may lie ahead: a poison attack, a dirty bomb, a multitude of ways that terrorists are still capable of mounting a spectacular assault. One senior official after another testifying to the commission has made clear that, as CIA Director George Tenet put it, “people want to come hurt us.” They have pointed to an evolving and potent collection of terrorists who remain intent on using catastrophic weapons or anything they can find to cause widespread death. Government witnesses have described a vastly diminished but still dangerous al-Qaida, a broader array of like-minded groups able to hatch their own plots and reach beyond their own territory, and localized organizations abroad devoted to close-to-home mayhem that kills Americans when possible.
