The Nation of Chad is war-torn, land-locked and destitute: Its average per capita income comes to just 55 cents daily. And yet, rather than help Chad fight illiteracy, high infant mortality rates or any of its other challenges, the international community may now have a duty to do the opposite. The government of President Idriss Deby has violated the terms of a huge oil development program concluded with the World Bank just six months ago. Unless Chad steps back into line quickly, it deserves neither the debt relief that it is due to apply for this month nor any further help in building its oil pipeline. Full Story
