One day in February, Maxim Shingarkin, an antinuclear campaigner for Greenpeace Russia, led a Russian legislator and a camera crew past unwitting guards, around fences, and into the heart of a supposedly high-security restricted area in Siberia where 3,000 tons of highly radioactive, spent nuclear fuel are stored.
