Iraqi car bomb kills 10 as Philippines says hostage alive

At least 10 people were killed in the second major car bomb attack in Iraq in 24 hours, undermining the government’s efforts to crush insurgents after the deadliest day of violence since it took over from the US-led occupation last month. Among the dead in the blast in the town of Haditha were three policemen, who have become a favourite target of militants waging attacks since the fall of Saddam Hussein in April 2003. Prime Minister Iyad Allawi said his forces have arrested several leading Al-Qaeda figures who have access to a billion-dollar budget to wage attacks in Iraq. Meanwhile, a Filipino kidnapped by Iraqi militants is still alive and negotiations for his release are ongoing, an official from the Philippines said, although the fate of a Bulgarian and an Egyptian hostage remains unknown.
