Haitians were afraid to leave their homes, and businesses were shuttered Tuesday in the wake of bloodshed that the U.S. State Department called ”reprehensible” and blamed on ousted President Jean-Bertrand Aristide’s followers. The violence that erupted nearly two weeks ago between police and armed gangs loyal to Aristide has left at least 46 people dead, five of them policemen — three of them beheaded. Armed rebels who helped oust Aristide in February have complained that U.N. peaceekepers in Haiti have done nothing to stop his supporters from wreaking havoc, and threatened to attack the former president’s supporters if the violence continues.
