Ecoterrorism fuels call for stiffer penalties

In the early-morning hours of May 4, 1998, anonymous environmental protesters breached security at the Lincoln Pulp and Paper mill, spray-painted some graffiti on buildings and dropped a banner from a water tower that read “LP&P go chlorine free!
