Disaster Council OKs first phase of operations system. San Francisco, which had been criticized for failing to adequately prepare for terror attacks and natural disasters, is issuing a comprehensive new emergency response plan. The city’s Disaster Council, a long-dormant panel resurrected by Mayor Gavin Newsom when he took office one year ago, adopted the first phase of the emergency operations plan on Tuesday. The document comes nearly two years after the civil grand jury issued a scathing report criticizing the last mayoral administration under Willie Brown of not doing enough to plan for emergencies. Prior to Newsom taking office, the Disaster Council, which includes the police and fire chiefs, health director, chief medical examiner, mayor, sheriff and other top city administrators, hadn’t met since October 2001.
