We just can’t guarantee that it won’t happen because there are some extreme radical groups that might implement it,” Osmeña said. The Abu Sayyaf, a Muslim terrorist group allied with the Jemaah Islamiyah, the Southeast Asian arm of the Osama bin Laden-led al-Qaeda network, has owned up to the bombings that rocked the cities of Makati, Davao and General Santos.
