Like millions of Americans, Walt Schuknecht wondered what he could do to protect the homeland and fight terrorism after Sept. 11. But, unlike most of those folks, the 57-year-old Scottsdale ham-radio buff acted on that whim and found an answer in the Citizen Corps, a nationwide volunteer movement that is quietly blossoming in cities and towns across Arizona. Schuknecht joined Chandler’s Community Emergency Response Team, which put him through an eight-week course on first aid, search and rescue, firefighting and other courses on disaster preparedness.
