The newly appointed director of the White House Office of Homeland Security is expected to craft a “coordinated, integrated and comprehensive national strategy to combat domestic terrorism,” according to White House spokesman Ari Fleischer. To do so, he will need to harmonize the activities of more than 40 federal offices and agencies—and hundreds of state, local and private organizations—to deal with one of the most dangerous, unpredictable and complex threats the nation has ever faced.
