Colombia’s government and rebels ended a round of talks with no agreement Monday, but promised to meet again in Cuba in early April. Both sides had planned to start creating an agenda for a formal peace process, but the talks that began Feb. 17 were dominated by second-tier issues including the legal status of delegates representing the National Liberation Army, known as the ELN, Colombia’s second largest rebel group.
