Indian Prime Minister Manmohan Singh held a second day of round-table peace talks in Kashmir on Thursday, but the main militant group warned there could never be peace as long as they were excluded. As the final day’s session began, initial police reports said suspected militants may have killed 10 people in a district in the northwest of Indian-administered Kashmir.
