In about a month, unless Congress acts, the U.S. Army will run out of money to pay its troops, two senior House Democrats said July 26. Congress will have to “reprogram” $4.3 billion to keep the Army from running out of money to pay soldiers for the final five weeks of the fiscal year, Reps. John Murtha, D-Pa., and David Obey, D-Wis., said during a press conference. “We have to pay the troops, so we’re going to have to reprogram,” Murtha said.
