Georgia sought to defuse diplomatic tensions with Russia by allowing four military officers arrested on suspicion of espionage to return to Russia on Monday evening. The officers departed Tbilisi just before 8:00 p.m. on an Emergency Situations Ministry plane. Earlier in the day, top Russian officials threatened to retaliate for the arrests by severing all transport links with Russia, including mail deliveries, beginning Tuesday. Full Story
