Secretary of State Condoleezza Rice said on Saturday China’s special envoy had said nothing to her about a reported North Korean pledge to refrain from further nuclear tests. Rice, in Moscow to complete a five-day trip aimed at shoring up support for sanctions against Pyongyang, said she believed North Korean leader Kim Jong-il was intent on increasing tension over an October 9 underground nuclear test.
