Just hours after a new spate of kidnappings in oil-rich southern Nigeria, the region’s most prominent armed group Saturday released six foreign hostages and announced a month-long moratorium in attacks on petroleum facilities. “We will suspend attacks on oil installations for one month,” the Movement for the Emancipation of the Niger Delta (MEND) said in an email to the press, saying it wanted to negotiate with Nigeria’s new government.
