China Announces Generative AI Labeling to Cull Disinformation

China joined the EU and US in rolling out new regulation to control disinformation by requiring labeling of synthetic content online. The Cyberspace Administration of China together with three other agencies on Friday announced a new set of rules that will require service providers to label AI-generated material as such, either explicitly or via metadata encoded in each file. Those rules come into effect on Sept. 1. The recent explosion in generative AI, spanning everything from essay writing and image generation to the impersonation of human voices, has brought with it an elevated risk of misinformation. The EU’s AI Act includes provisions for the labeling of media generated or manipulated with AI, while in Washington, former President Joe Biden signed an executive order directing the development of effective mechanisms for ensuring the provenance of content. “The Labeling Law will help users identify disinformation and hold service suppliers responsible for labeling their content,” the CAC said in a statement. “This is to reduce the abuse of AI-generated content.”
