China Formalizes Sweeping Export Controls on Advanced AI Models, Agents, and Semiconductor Technologies

Beijing has formally advanced sweeping export control regulations that place strict outbound restrictions on 23 critical artificial intelligence technologies. The proposed rules target advanced foundational models, autonomous software agents, computing clusters, and hardware designs operating below specific technical thresholds. For the first time, the framework seeks to regulate the overseas transfer of intangible AI assets such as model weights and proprietary source code, rather than just physical chips. While standard API, app, and web access will remain exempt for foreign users, the regulations divide technologies into strictly prohibited and restricted categories. Analysts view the move as a strategic countermeasure against U.S. semiconductor curbs, hardening geopolitical fault lines in the global artificial intelligence supply chain.
